Over time weapons have become more powerful as have the armor, so how do they still hold up against each other?

On one side of the coin, we have the AR500 body armor and on the other, we have the M134 Minigun. The AR500 body armor is relatively cheap yet it comes with power defensive capabilities, so you get some bang for your buck. Meanwhile, the M134 Minigun has been a staple of gunners for who like to fire 6,000 rounds per minute.
